We now know what and how they are planning to infringe on our right to keep and bear arms. The left-wing think tank, the Center for American Progress has made its report to the Obama Administration for what they call "Preventing Gun Violence in Our Nation." The Washington Post is reporting is reporting that the CAP will also lead the campaign to get the recommendation of the Biden group implemented.
The proposal is the most far-reaching effort in the nation's history to seek to restrict access to guns, control their manufacture and sell and track Americans who own guns. The proposal includes several executive actions that are proposed for implementation without getting Congressional approval.
The proposals would:
• Ban what they call "military-grade" weapons. They define these as guns with magazines holding more than 10 rounds. The proposal is not only to stop the manufacture and sell of such weapons but to "take them off the streets and out of the hands of gun owners."
• Create the most extensive data-base tracking system in the nation's history, not only of guns but of people who own guns. The proposal, if implemented, would allow the efficient confiscation of weapons and detention of people in the event of a "national emergency."
• Centralizing the power to enforce gun laws in the Federal government and impose greater obligations on state and local officials to aid and abett the Federal enforcement of both existing and future gun control laws. In other words, it lays the groundwork for a massive enforcement mechanism.
• More extensive background checks including the private sale of guns, including used guns.
• Provides for ex parte orders for person accused, but never arrested or convicted of several misdemeanors (ex. harassment) based solely on a complaint by another individual without benefit of a trial for the person accused.
• Give the Bureau of Alcohol, Tobacco, Firearms and Explosives more power, shield the agency from Congressional budget control and move it to the Federal Bureau of Investigation.

The report does not include any research to support any of the recommendations based on whether they would actually be effective in reducing gun-related violence. In other words, there is no evidence that any of the proposals would actually work to accomplish what they suggest is the reason for the restrictions. There are no recommendations, except a proposal for harsher penalties, that are focused on prevening criminals for possessing any kind of weapon they choose to have or use. Most of the proposals would simply create more bureaucracy and penalize law abiding citizens while doing essentially nothing about criminals who already ignore the existing laws.
